CustoPack Tools is a free theming program for Windows XP, Vista, and 7. In the past if you wanted to change the theme in Windows beyond what (very little) was included with it you had to either hack the uxtheme.dll or use a program like WindowBlinds. WindowBlinds is one of the most popular programs that adds custom themes to your desktop but only a small portion of the software is free plus it runs as a service in the background. CustoPack is a little different because it's free and actually patches your system meaning you don't have another program running in the background. You can get CustoPack from www.custopack.com. Their site has very good instructions on using and installing the software as well as a video tutorial.
